Groundbreaking Celebration For 224 New Rental Apartment Units Coming to Flagstaff

Wexford Developments (WD) and Wexford Real Estate Investors (WREI) are excited to announce the groundbreaking of Flagstaff’s next multi-family project, which will bring 224 new and much-needed rental apartment units to Flagstaff.

The project is comprised of 224-multifamily rental apartments along with 6,000-square-feet of retail space, all of which is situated on 13.6 acres of land. The site is located at the northeast corner of 4th Street and Butler Avenue in Flagstaff, just 3 miles from the campus of Northern Arizona University (NAU).


There will be four separate 4-story apartment buildings with 56 units each. Altogether, there will be 224 units (totaling 210,000-square-feet), including 22 units which will be designated for workforce housing. There will be 36 studio apartment units, 124-one-bedroom units, and 64 two-bedroom units.


“This mixed-use project will provide 22 affordable units available to Flagstaff residents at an average of 70% Average Median Income. Importantly, the developer has agreed not to discriminate based on a tenant’s source of income, meaning that even more units can be available as affordable housing to Flagstaff veterans and families using housing vouchers,” said Flagstaff Mayor Becky Daggett. “In addition, the developer has agreed not to limit the number of housing vouchers that will be accepted at this property.”

For the 6,000-square-feet of dedicated retail space, Wexford Developments envisions a large portion of the retail space will be occupied by a restaurant or coffee shop type users. Other project amenities include a fitness center, amphitheater, and clubhouse with pool.

Award-wining interior design firm, Private Label International, was selected by Wexford Developments to design Elkwood. Private Label worked closely with the project team to develop a design that works well with the local Flagstaff aesthetic and ties in with the carefully selected exterior details.


Wexford Developments and WREI purchased the site from Caliber Companies in December of 2021.


Scottsdale-based General Contractor, Decca Multi-Family Builders, Inc. was retained by Wexford Developments in December of 2021 to provide preconstruction services for the project, and was retained in May of 2022 to furnish construction administration and management services of the project.


Balance Construct has been retained by Wexford Developments as the Owner's Construction Management Representative for the Elkwood project as the company is local to Flagstaff with more than 20 years of construction management experience.

Stewart + Reindersma Architecture (“SRA”) based out of Scottsdale, Arizona, is the architectural firm for the project. The project will take approximately 2 years to build with delivery scheduled in the first quarter of 2025.
